Mock Library of Congress

The Electoral Votes of DC will be set in stone as 3 electoral votes instead of the constitutional requirement that it will have the same amount of Electoral Votes as the least populous state. In the Mock USA that would be very disproportionate and setting it in stone as 3 is good.
