Mock Library of Congress

Make it so that all bills can only be passed if every member of the chamber its in (the house or senate) have voted on it, or if it's spent 24 hours in that chamber. Prior to this bill, laws only have had to be voted on for 12 hours, even though we've treated it as if they must get 24.
